“premature retirement” from service was suspended as many as six times between May 1996 to April 2005 only to be reinstated each time Salwinder hit headlines after terrorists hijacked his car on the night of December 31 2015 and drove it to Pathankot where they infiltrated the airbase and launched an attack on it from inside on January 1 2016 He was cleared by the NIA of any involvement with the terrorists who had dumped him on the way In September 2016 the department suspended him in a sexual harassment case and will take a decision next week on his premature retirement In addition to his serial suspensions official documents accessed by The Indian Express reveal that there are “14 bad entries” in Salwinder’s Character Roll and “serious adverse remarks were also recorded in his ACRs (Annual Confidential Reports) for the period from April 1 2008 to August 14 2008 and from September 23 2008 to January 31 2009 and his submissions against these adverse remarks were considered and rejected by the State government” But despite all this Salwinder who joined the Punjab Police as ASI in 1986 managed to rise steadily and mysteriously up the police hierarchy to the level of Deputy Superintendent of Police and got the designation of Superintendent of Police (charge & rank without emoluments) when he was posted to Gurdaspur When the Pathankot attack took place he had already relinquished charge as SP Gurdaspur after being transferred to a Punjab Armed Police battalion in Jalandhar but he had not yet taken charge at his place of transfer That transfer too came because of a sexual harassment complaint against him by junior policewomen Salwinder also stands accused of several other serious misdemeanors including several extended periods of absence from duty raising questions about why and how he was reinstated each time He is said to be a close to a senior Akali leader but he was promoted to DSP in 2006 during the previous Congress tenure Salwinder’s last suspension before the present one was from January 2005 to April 25 2005 At the time he was alleged to have picked up a minor boy in a theft case and taken him to Amritsar The first was on May 23 1996 for “not taking any action” in a complaint He was reinstated on September 16 1996 He was again suspended the following year for having absented himself from duty for 10-15 days at a time on four occasions between August and October 1997 He was suspended from October 7 1997 to February 4 1998 and reinstated a day later with the suspension period treated as non duty/non pay Barely two months after his reinstatement Salwinder was suspended again in April that year till August 10 1988 for absence from duty That was his third suspension He was reinstated on August 11 1998 but this time with effect from May 10 1998 The period from April 161998 to May 17 1998 as per official records was treated as “medical leave” His fourth suspension was from September 10 to September 26 2002 for a “lapse” during his posting in Amritsar By this time he has become an Inspector He was again reinstated the departmental inquiry report was filed and suspension period was regularised as duty period The reason mentioned for his suspension was that unknown persons opened fire on a police official who was on patrolling duty in the area of Sant Avenue in which one police official was injured DSP (Rural-2) proceeded to the place of incident and on the way met Salwinder who was coming from bridge Tara Wala DSP asked him about the incident and Salwinder said information was correct but did not reach the spot On December 6 2003 Salwinder was suspended again this time for “having been involved” in criminal case registered in on December 4 2003 at Jalandhar under sections of Prevention of Corruption Act He was reinstated in service on March 8 2004 Currently as many as five departmental inquiries are pending against Salwinder He was chargesheeted on July 7 2015 for being absent from duty The inquiry officer found him guilty and ordered his two increments stopped with cumulative effect for which approval of Punjab Public Service Commission is still awaited During his stint in Gurdaspur when was a DSP but got the “local” rank of SP a system of designation without the salary scale He was chargesheeted in a case on November 24 2015 for transferring a policeman without the permission of Gurdaspur SSP and conducting a “wrong inquiry” in a cheating case dating to 2013 registered at Kahnuwan police station “The inquiry officer has found him guilty and submitted his report to government on which the officer also preferred his comments The matter is under consideration” say the official documents The SP was also chargesheeted in another case on November 9 2016 for absence from duty on registration of a case of sexual abuse against him on August 3 2016 The inquiry officer in the case retired Additional District and Sessions Judge M S Rattu found him guilty in a 21 this year on the basis of inquiry report submitted by Internal Complaint Committee in connection with sexual harassment with the lady police employees of Gurdaspur district The receipt of chargesheet has been received from the officer on April 1 The reply of chargesheet is still awaited Salwinder was placed on suspension on September 9 2016 after August 2016 sexual abuse case was registered against him After suspension he reported in police headquarters at Chandigarh on September 14 2016 but did not attend the office later State government was requested to initiate against him Chief Minister Amarinder Singh who holds the home portfolio had given his nod following which review committee will take the final call on “premature retirement” on the basis of laid down tribute to Gandhi – was simultaneously a slight to women in general This unfortunately is the kind of linguistic sexism that has peppered our political vocabulary particularly in the way we tend to describe women leaders The analytical frameworks within which these women leaders are studied are more often than not layered with sexism Unlike their male counterparts women leaders are usually described with gendered and negative adjectives like ‘mercurial’ ‘emotional’ ‘unpredictable’ and ‘moody’ Such terms were frequently used in reference to J Jayalalithaa during her long and eventful political tenure They are also routinely used in conversations surrounding two other significant women leaders – Mamata Banerjee and Mayawati These women’s personalities and their political modes of functioning are always commented on using an inherently patriarchal vocabulary Though dictatorial tendencies among male leaders are often taken for granted (or even celebrated) the very same tendencies in women meet with greater flak or acidic criticisms Jayalalithaa for instance was perhaps no more dictatorial than any other male political leader of significance (all political parties are ruled by a supreme leader who rules with an iron hand) Yet the AIADMK leader’s authoritarian ways arguably attracted more flak than has say Bihar Chief Minister Nitish Kumar’s autocratic way of functioning And this is just one among many examples of male leaders who are known for brooking little or no dissidence within their parties and for expecting unwavering and uncritical loyalty from colleagues (Clockwise from top) J Jayalalithaa Indira Gandhi Sushma Swaraj Mamata Banerjee Mehbooba Mufti Mayawati Jayalalithaa was not very different in this respect – dictatorial and imperious in her style of functioning She walled herself up behind a screen of inaccessibility That image deified her striking fear and admiration in the hearts of her colleagues as well as the people at large It’s interesting to note in this context that admirers of both Jayalalithaa and Mamata Banerjee have admiringly depicted these leaders as Goddess Durga; a symbol of divine feminine power In many ways Jayalalithaa and Mamata Banerjee share some parts of their political trajectory If the AIADMK chief was the ‘other woman’ (MGR introduced her to politics but she never was the outsider within in his life) Banerjee had no mentor when she entered politics Like Jayalalithaa Banerjee was subjected to personal and political humiliation to physical attacks by the CPI–M Both women survived and went to on to become leaders occupying centerstage of regional and national politics In her obituary of Jayalalithaa in The Indian Express Vaasanthi (author of Amma: Jayalalithaa’s Journey from Movie Star to Political Queen) writes: “She realised that the leader had to be projected as an exalted being with rare or superhuman qualities and the followers necessarily were mere mortals upon whom she showered her grace” The AIADMK chief knew that all over the world creating a powerful aura has been an effective strategy used by powerful leaders to control their respective party organisations “It was more of a necessity for her having to survive in a male-dominated chauvinistic political arena” Vaasanthi opines Herein lies the essence of Jayalalithaa’s personal and political narrative It would be impossible to undermine the impact of her early years – when she was mentored and dominated by political patron MG Ramachandran – on the personality that she evolved for the public After breaking free of MGR’s influence she evolved into an independent political power house The death of MGR left her vulnerable to attacks within her own party as well as from her opponents outside MGR as Jayalalithaa had on occasions mentioned did not facilitate her emergence within the party She faced a tough and lonely challenge which she did successfully overcome Once she held the reins of her party in a tight grasp she became deified as Amma But the journey to that ultimate position of power was traumatic and tough Jayalalithaa suffered a great deal of humiliation – both physical and mental – at the hands of her male party colleagues Not surprisingly these experiences left an indelible impression on her In 1989 in the presence of then DMK Chief Minister M Karunanidhi she was viciously physically attacked on the floor of the Tamil Nadu assembly Jayalalithaa left the assembly precincts and the next time that she entered that same building was when she was elected chief minister two years later Similar to Mamata Banerjee who years after being dragged from Writers’ Buildings by her hair during a protest eventually took control of that building Scandals corruption and criticism aside no remembrance of leaders like Jayalalithaa can overlook these symbolically powerful moments of reversal and triumph and the battles of sexism that she had to fight Written by Shamik Chakrabarty | Anderson deserved the ‘welcome’ he received from the Indian players upon his arrival at the crease on Monday morning His dig at Virat Kohli the evening before was unbecoming of the great bowler that he is “I just think any technical deficiencies he has got aren’t in play out here The wickets just take that out of the equation” Anderson was talking about someone who had just completed his third double hundred in 2016 Kohli had a torrid time in England two years ago where he scored 134 runs at 1340 in five Tests Anderson dismissed him four times But back then Kohli was a callow longer-format batsman A lot has changed since A comparative study between Kohli and Anderson would be relevant here In Australia the India captain has scored 992 runs including five hundreds at 6200 in nine Tests In South Africa his average is 6800 in two Tests and in New Zealand he boasts of an average of 7133 Kohli scored his maiden Test double century in West Indies earlier this year He has reached three-figures everywhere outside Asia except England Now compare this with Anderson’s bowling performance Down Under He has a tally of 43 wickets in 13 Tests at 3844 way above his career average of 2850 In South Africa his average is close to 40 – 3992 The majority — 296 — of his 467 Test wickets so far have been taken in England where the ground-staff sometimes becomes oblivious to lawn mowers – ask the Indian players about the Rose Bowl and Old Trafford in 2014 and they will confirm this This article by no means intends to denigrate a master exponent of swing bowling but Anderson should have been more respectful about a match-winner; the on-field rivalry notwithstanding It’s wrong to revisit 2014 every time Kohli plays against England As he said before the ongoing series it was just a “bad phase” and the slump could have happened against any team The next England tour would be a test for Kohli alright but the way he has been going at the moment it would be shabby not to acknowledge his mastery And it would be grossly unfair to call this Indian team a spin-track bully This is their fifth Test series win on the bounce and a couple of those victories have been achieved on the ‘unfriendly’ surfaces in Sri Lanka and the Caribbean It’s important to live in the present To question this side’s ability in England Australia and South Africa would be hypothetical Being equally comfortable both in home and away falls into great teams’ domain – Bradman’s Invincibles Clive Lloyd’s West Indies and Steve Waugh and Ricky Ponting’s Australia and the list ends there England’s record in Asia of late is dismal They lost 2-0 against Pakistan in UAE last year before conceding a Test even to Bangladesh two months ago They are getting a hiding in India at the moment on good pitches Australia have lost their last eight Tests in Asia Still India is called a poor traveller; maybe out of jealousy of the BCCI’s cricketing might The naysayers should put things in perspective and stand up and applaud Kohli’s India India didn’t manage the transition very well following the departure of its legends But even in adversity no Indian player had chickened out
